Program Updates

May 27, 2025 – The Fiscal Year 2025 Notice of Funding Opportunity for the Defense Community Infrastructure Program is now open. Complete proposals must be submitted through Grants.gov by 5 p.m. PDT on July 3, 2025. The full opportunity can be found at  Grants.gov.

The Defense Community Infrastructure Program is a competitive grant program designed to address deficiencies in community infrastructure that can/does support a military installation’s readiness and lethality.

States and communities leverage private and non-profit utility providers through collaborations that deliver projects that support the needs of the defense mission. This program benefits and supports the readiness and lethality of our military installations as well as our service members and their families and the defense communities they live and work in.

Between FY 2020 and FY 2024, the Office of Local Defense Community Cooperation awarded 78 projects representing $396 million in federal funding, $270 million in non-federal funding, and $666 million in total project cost.

This program is codified under 10 USC § 2391(d).

Eligibility and Requirements

Eligible proposers include state or local governments and not-for-profit, member-owned utilities. 

Under the program, eligible community infrastructure projects are any complete and usable transportation project, school, hospital, police, fire, emergency response, or other community support facility; or water, wastewater, telecommunications, electric, gas, or other utility project that meets specific criteria. 

Projects must be located off a military installation OR on property under the jurisdiction of a Military Department that is subject to a real estate agreement (including a lease or easement).

By statute, the program prioritizes submitted projects in the following order: military value; the training of cadets at independent covered educational institutions; military installation resilience; and, family quality of life.

Fiscal Year 2024 Grant Awards

On September 19, 2024, the Department of Defense announced the award of 14 grants totaling approximately $100 million under the Defense Community Infrastructure Program by the Office of Local Defense Community Cooperation.  These awards followed a competitive process culminating in the Assistant Secretary of Defense for Energy, Installations, and Environment’s selection of these proposals on August 1, 2024.  These awards derive from Fiscal Year 2024 appropriated funding and leverage an additional $31.5 million in non-federal funding for a total investment of $131.1 million.
