Program Update
UPDATE - On December 9, the Assistant Secretary of Defense for Energy, Installations, and Environment, Brendan Owens, approved the selection of 13 proposals to be invited to apply for the Community Noise Mitigation Program by the Office of Local Defense Community Cooperation. These invitations were issued on December 13, 2024, following a competitive selection process.
The 13 grant invitations below are listed in alphabetical order based on the state the military installation resides. An invitation for application does not necessarily mean an award will be made:
Installation: Ebbing Air National Guard Base - 188th Wing
State: Arkansas
Applicant: City of Fort Smith
Invitation to the City of Fort Smith, Arkansas, to undertake a $4,350,616 project to install noise mitigating insulation at two elementary schools that are within a 70-74 decibel noise contour.
Installation: Barnes Air National Guard Base - 104th Fighter Wing
State: Massachusetts
Applicant: Westfield Barnes Regional Airport
Invitation to the City of Westfield (City) for Westfield Barnes Regional Airport, Massachusetts, to use up to $1,000,000 to meet the Federal Aviation Administration’s (FAA) non-Federal match requirement associated with the City’s planned grant applications to the FAA, approximately $10,000,000 or $2,750,000 over the next four years for their residential sound insulation program.
Installation: Naval Air Station Joint Reserve Base Fort Worth
State: Texas
Applicant: North Central Texas Council of Governments
Invitations to the North Central Texas Council of Governments, Texas, to undertake:
- a $425,340 project to install noise mitigating insulation at the White Settlement Independent School District Transition Center within a 75-79 decibel noise contour.
- a $1,320,053 project to install noise mitigation insulation at an elementary school within a 70-74 decibel noise contour.
- a $350,032 project to install noise mitigating insulation at Howry STEAM Academy, within a 70-74 decibel noise contour.
- a $597,756 project to install noise mitigating insulation at the Effie Morris Early Learning Center within a 70-74 decibel noise.
- a $1,110,440 project to install noise mitigating insulation at Brewer Middle within a 70-74 decibel noise contour.
- a $244,378 project to install noise mitigating insulation in the Lake Worth Independent School District Operations Building within a 70-74 decibel noise contour.
Installation: Naval Air Station Whidbey Island
State: Washington
Applicant: Oak Harbor Public Schools
These schools are located within a day-night average sound level of 65 decibels and one mile of Naval Air Station Whidbey Island.
Invitations to Oak Harbor Public Schools, Washington, to undertake:
- a $3,137,750 project to install noise mitigating insulation and air conditioning at Olympic View Elementary School.
- a $5,028,666 project to replace and install noise mitigating insulation and air conditioning at North Whidbey Middle School.
- a $4,333,421 project to install noise mitigating insulation and air conditioning at Hillcrest Elementary School.
- a $3,086,950 project to install noise mitigating insulation and air-conditioning at Oak Harbor Elementary School.

Overview
The Community Noise Mitigation Program is authorized under the Consolidated Appropriations Act, 2022 (Section 8120, P.L. 117-103).
This competitive program is designed to assist State and local governments and Indian Tribes impacted by military fixed-wing aviation noise through the installation of noise mitigating insulation at covered facilities, including the installation of air conditioning.
A second Notice of Federal Funding Opportunity will be released in the early spring of 2025.

Eligibility and Requirements
Entities eligible to receive a grant include States and local governments and Indian Tribes.
Projects are eligible for funding under the Community Noise Mitigation Program if they meet the following criteria:
- are a “covered” facility, which includes hospitals, daycare facilities, schools, facilities serving senior citizens, and private residences;
- are impacted by military fixed-wing aviation noise, meaning they are:
- located within one (1) mile of a military installation or another location at which military aircraft are stationed or within a day-night average sound level of 65 decibels or greater of a military installation (Note. In these scenarios, the day-night average sound level is the only acceptable metric to demonstrate this criterion); or
- are located in an area impacted by military aviation noise within one (1) mile of a military installation or another location at which military aircraft are stationed or within a day-night average sound level of 65 decibels or greater (Note. In these scenarios, the day-night average sound level is the only acceptable metric to demonstrate this criterion);
- demonstrate military fixed-wing aviation noise impacts based on documentation and analyses prepared in accordance with Department of Defense Instruction 4165.57 Air Installation Compatible Use Zones, the National Environmental Policy Act, or 14 Code of Federal Regulation Part 150:
- for Department of Defense locations, have a current Air Installation Compatible Use Zone (AICUZ) study or noise contours from a National Environmental Policy Act document. Department of Defense Air Installation Compatible Use Zone Studies older than five (5) years require validation (in writing) by the military installation commander that they are representative of current operations;
- for civil airport locations with a military use or tenant, including guard and reserve installations, have a current Noise Exposure Map (NEM) or noise contours from a National Environmental Policy Act document. Airport Noise Exposure Maps older than five (5) years require validation (in writing) by the airport sponsor that they are representative of current operations;
- are located where work has not yet commenced, unless the Grantee intends to use Office of Local Defense Community Cooperation funding to meet the non-Federal local match requirement to obtain a grant from the Federal Aviation Administration under the Airport Improvement Program; and,
- are construction ready.
