The Community Noise Mitigation Program is a competitive grant program designed to assist state, local governments and tribal entities impacted by military fixed-wing aviation noise – to include those impacted by both active and guard/reserve installations.

Program Updates

May 27, 2025 - The second Notice of Funding Opportunity for the Community Noise Mitigation Program is now open. Complete proposals must be submitted through Grants.gov by 5 p.m. PDT on July 9, 2025. The full opportunity can be found at Grants.gov.

The Community Noise Mitigation Program is a competitive grant program designed to assist state, local governments and tribal entities impacted by military fixed-wing aviation noise – to include those impacted by both active and guard/reserve installations. 

The program is authorized under the Consolidated Appropriations Act, 2022 (Section 8120, P.L. 117-103) and allows for noise mitigating insulation at covered facilities, including the installation of air conditioning.

The first competition under this program was concluded in December 2024.

Eligibility and Requirements

Eligible proposers include states and local governments and Indian Tribes. These eligible entities must be impacted by military fixed-wing aviation noise, meaning they are:

  • located within one (1) mile of a military installation or another location at which military aircraft are stationed or within a day-night average sound level of 65 decibels or greater of a military installation (Note. In these scenarios, the day-night average sound level is the only acceptable metric to demonstrate this criterion); or
  • located in an area impacted by military aviation noise within one (1) mile of a military installation or another location at which military aircraft are stationed or within a day-night average sound level of 65 decibels or greater (Note. In these scenarios, the day-night average sound level is the only acceptable metric to demonstrate this criterion).

Under this program, eligible/covered facilities for noise mitigating efforts include hospitals, daycare facilities, schools, facilities serving senior citizens, and private residences.

Informational Webinars 

The Office of Local Defense Community Cooperation hosted two informational webinars to review the goals and objectives of the Notice of Funding Opportunity and answer questions from interested respondents.

Grant Awards

On May 13, 2025, the Department of Defense made 10 grant awards totaling $13,084,552 under the Community Noise Mitigation Program by the Office of Local Defense Community Cooperation. These awards followed a competitive process culminating in the Assistant Secretary of Defense for Energy, Installations, and Environment’s selection of these proposals. 

The 10 grant awards below are listed in alphabetical order based on the state the military installation resides.

Installation: Ebbing Air National Guard Base - 188th Wing 
State: Arkansas 
Grantee: City of Fort Smith

Awards to the City of Fort Smith, Arkansas to undertake 

  • a $2,112,843 project to install noise mitigating insulation at Carnall Elementary School within a day-night average sound level of 70-74 decibel associated with Ebbing Air National Guard Base.
  • a $1,802,711 project to install noise mitigating insulation at Orr Elementary School within a day-night average sound level of 70-74 decibel associated with Ebbing Air National Guard Base.

Installation: Barnes Air National Guard Base - 104th Fighter Wing 
State: Massachusetts 
Grantee: Westfield Barnes Regional Airport

$1,000,000 award to the City of Westfield (City) for Westfield Barnes Regional Airport, Massachusetts, to use to meet the Federal Aviation Administration’s (FAA) non-Federal match requirement associated with the City’s planned grant applications to the FAA, approximately $10,000,000 or $2,750,000 over the next four years for their residential sound insulation program.

Installation: Naval Air Station Joint Reserve Base Fort Worth 
State: Texas 
Grantee: North Central Texas Council of Governments

Awards to North Central Texas Council of Governments, Texas, to undertake: 

  • a $382,806 project to install noise mitigating insulation at the White Settlement Independent School District Transition Center within a 75-79 decibel noise contour.
  • a $1,188,048 project to install noise mitigation insulation at Liberty Elementary school within a 70-74 decibel noise contour.
  • a $315,029 project to install noise mitigating insulation at Howry Academy, within a 70-74 decibel noise contour.
  • a $537,980 project to install noise mitigating insulation at the Effie Morris Early Learning Center within a 70-74 decibel noise.
  • a $999,396 project to install noise mitigating insulation at Brewer Middle within a 70-74 decibel noise contour.
  • a $219,940 project to install noise mitigating insulation in the Lake Worth Independent School District Operations Building within a 70-74 decibel noise contour.

Installation: Naval Air Station Whidbey Island 
State: Washington 
Grantee: Oak Harbor Public Schools

$4,525,799 award to Oak Harbor Public Schools, Washington, to undertake a project to replace and install noise mitigating insulation and air conditioning at North Whidbey Middle School, located within a day-night average sound level of 65 decibels and one mile of Naval Air Station Whidbey Island.
